Sean was born in Perth, and educated at Aquinas College. He holds a Bachelor's Degree of Education (Economics), Master's Degree of Educational Leadership, Graduate Diploma of Resource Management, and a Graduate Diploma of Management (majoring in Defence Studies). Sean is also a graduate of the Australian Defence Force’s Command and Staff College (Canberra).

Prior to entering parliament Sean established and operated a leadership and management consulting business. Sean also has extensive experience in the Australian Defence Force as an Infantry Army Officer reaching the rank of Colonel.

In March 2016, he was appointed Minister for Mines and Petroleum and Minister for Small Business. In September 2016 he was also appointed as Minister for Finance.

In 2017, Sean was re-elected to the seat of Churchlands and is the Shadow Treasurer, and also Shadow Minister for Corrective Services; Emergency Services and Defence Issues.

About the Churchlands Electorate

Number of Electors: 25,822 (9 March 2015)

Nomenclature:
The area which today comprises the suburb of "Churchlands" was originally granted to Henry Trigg in 1831. In September 1891, this area was acquired by the Roman Catholic Bishop of Perth, the Right Reverend Matthew Gibney. Gibney was far sighted in his acquisition of land for the Church, and this area became known as "Church Lands" as a result of it being owned by the Church. The City of Perth referred to an area just south of here as "Churchlands" as early as 1924.
