Synopsis
The Bill will -
provide for the establishment of a Rail Access Code to govern the use of government railways for rail operations by persons other than the Western Australian Government Railways Commission ("
Westrail
");
designate a regulator with monitoring and enforcing functions relating to the implementation of the Code;
specify the kind of administrative arrangements that Westrail is to have in place for the purposes of the implementation;
amend the
National Rail Corporation Agreement Act 1992
to enable National Rail to compete for intra-state services on equal footing with other operators; and
consequentially amend the
WA Government Railways Act 1904
to remove existing barriers to competition.
