Synopsis
The purpose of this Bill is to amend the
Fines, Penalties and Infringement Notices Enforcement Act 1994
. This Bill seeks to allow for fines to be converted to a Work and Development Order, either in court or by the Registrar of the Fines Enforcement Registry, where an offender has no capacity to pay and licence suspension is likely to be ineffective and will ensure that the courts' order will be dealt with in a timely manner and enforced whilst still fresh in the offender's mind.
