GREENPATCH DEVELOPMENT —
MINNINUP ROAD — DALYELLUP
939. Hon DIANE EVERS to the Minister for Environment:
I refer to Minninup Road, Dalyellup,
which was previously used as an access road for the former Dalyellup Waste Residue Disposal Facility and will form part of
the proposed Greenpatch development bisecting lots 9105 and 9076.
(1) Has treated
solid residue been stored in the past, or is it currently being stored, along
the section of Minninup Road contained in lot 9077 and areas adjacent?
(2) Have there
been any investigations for contamination and/or radiation along the section of
Minninup Road and areas adjacent contained in lot 9105 and/or lot 9076; and —
(a) if yes to
(2), will the minister please table a copy of the investigation reports; and
(b) if no to (2),
why not?
(3) Have there
been any investigations for contamination and/or radiation along Minninup Road
on lot 9077 and areas adjacent; and —
(a) if yes to
(3), will the minister please table a copy of the reports; and
(b) if no to (3),
why not?
(4) Will the
minister advise whether Minninup Road on lot 9077 has been reclassified by the
contaminated sites committee; and, if so, what is the classification status?
(5) Has Minninup
Road on lot 9077 undergone or will it undergo remediation to manage
contamination?
Hon
STEPHEN DAWSON replied:
I thank the honourable member for
some notice of the question.
(1)–(3) The
access road known as Minninup Road, from Maidment Parade in the east to Cristal's
former waste residue disposal facility in the west, forms part of lot 9077 on
plan 60716—the same lot as the WRDF. The access road portion of lot
9077 bisects lots 9105 and 9076. The Department of Water and Environmental
Regulation does not have any information to suggest that treated solid residue
has historically been stored or is currently stored on the access road portion
of lot 9077. Investigations completed for lots 9105 and 9076 did not identify
any evidence that treated solid residue has historically been stored or is
currently stored on the portions of these lots adjacent to the access road
portion of lot 9077. There is evidence that a portion of lot 9105, south of the
access road and immediately east of the WRDF, was used to temporarily stockpile
treated solid residue for a period in the 1990s.
I table the following reports: ''Preliminary
Site Investigation, lots 8019, 9105 and 9076, Dalyellup, Greenpatch Development
(Draft C)'', RPS, November 2016; ''Area 8 Former TSR Waste
Facility in Dalyellup, Western Australia Capping Material Validation Sampling'',
GHD, 18 January 2018; and ''Report on Geotechnical, Preliminary Acid
Sulfate Soil and Groundwater Study, Proposed Residential Subdivision, Dalyellup Beach Estate, lots 9090 and
9076, Dalyellup'', Gait Geotechnics, 26 February 2016. Due to the
size of the preliminary site investigation report, it is being externally
printed and will be tabled at the next sitting of the house.
[See paper 2045.]
(4) The access road portion of lot 9077 remains
classified as ''possibly contaminated—investigation required''
under the Contaminated Sites Act 2003. It has been classified in this category
since 9 October 2009.
(5) No
investigations or remediation have been completed for the access road portion
of lot 9077 to date.
