Question

I refer to regulation 148(c) of the Forest Management Regulations 1993, made under the Conservation and Land Management Act 1984, which specifies that "Upon application and payment of the fee, if any...the CEO shall provide any person with...a copy of any...contract", where contract includes contract of sale, and to the November 2013 Opinion of the Auditor General that a decision by the Minister for Forestry not to provide copies of three contracts of sale to Parliament was not reasonable and was therefore not appropriate, and I ask:

(a) will the Minister please table all the contracts of sale that exist between sawmills and the Forest Products Commission (FPC) for the purchase of native forest logs;
(b) if no to (a), why not;
(c) if no to (a), will the Minister please provide a list of the following for each contract of sale that exists between sawmills and the FPC for the purchase of native forest logs:
(i) contract name/sawmill;
(ii) contract number;
(iii) product (species and grade or type of product);
(iv) quantity per annum;
(v) current expiry date; and
(vi) final expiry date;
(d) if no to (c), why not;
(e) will the Minister please table all the contracts of supply (to fall, extract, load and deliver) that exist between contractors and the FPC in relation to the supply of logs from native forests;
(f) if no to (e), why not;
(g) if no to (e), will the Minister please provide a list of the following for each contract of supply (to fall, extract, load and deliver) that exists between contractors and the FPC in relation to the supply of logs from native forests:
(i) contractor's name;
(ii) contract number;
(iii) contract description;
(iv) log specification (species and grade or type of product);
(v) quantity per annum;
(vi) operative date; and
(vii) expiry date; and
(h) if no to (g), why not?

(a) Yes
The FPC currently has 62 native forest contracts of sale. The first section of each of these contracts comprises general provisions that are standard across the native forest contracts while the last 10 pages are the schedules which are specific to that buyer. The native forest contracts templates are provided. Attachments 1a and 1b [See tabled paper no.].
Rather than providing the full details specific to each contract, I have provided information as specifically requested.

The FPC currently has 5 native forest production contracts. The first section of each of these contracts comprises general provisions that are standard across the native forest contracts while the last 10 pages are the schedules which are specific to that buyer.
