Say, the Windsor Cinema in Nedlands, constructed in 1937, is an important part of Western Australia's cultural heritage and should be conserved for the benefit of all Western Australians.
In 2020, the State Heritage Council assessed the heritage significance of the Windsor Cinema and resolved not to recommend its inclusion on the State Register of Heritage Places. This decision was strongly contested by more than 20 leading heritage professionals, who concluded that the assessment was fundamentally flawed.
In addition, the City of Nedlands has failed to include the Windsor Cinema on its Local Heritage List, thereby denying the place statutory heritage protection at the local government level.
Without statutory heritage protection, there is a genuine risk that the Windsor Cinema may be subject to development that could irreversibly compromise its heritage values or even result in its demolition.
Now we ask the Legislative Council:
In light of the concerns raised by over 20 leading heritage professionals in 2020, call on the State Heritage Council to undertake an independent review of the heritage assessment of the Windsor Cinema and its decision not to recommend the place for inclusion on the State Register of Heritage Places.
Call on the City of Nedlands to fulfil its statutory obligations under the Planning and Development (Local Planning Schemes) Regulations 2015 – Schedule 2 Deemed Provisions – by placing the Windsor Cinema on the City’s Heritage List.
Only through statutory protection can the heritage values of the Windsor Cinema be assured and its long-term conservation guaranteed.
