Communicare—Men’s behaviour change program

Hon Wilson Tucker (Mining and Pastoral Region) (1:03 pm): I present an e-petition containing 47 signatures couched in the following terms:
To the Honourable the President and Members of the Legislative Council of the Parliament of Western Australia in Parliament assembled. Express our concerns about why successive Western Australian governments have consistently supported Communicare Men's Behaviour Change Program, which has maintained a dominant position in the residential men's behaviour change sector for the past twenty-three years. Considering this long-standing position, Communicare provides no data for public scrutiny that questions the program's effectiveness is available. It is concerning that a single organisation has retained a monopoly over this essential service for such a prolonged period. The ongoing monopoly held by Communicare prompts several significant concerns that warrant further examination. The persistence of communicare's monopoly raises several issues: Lack of Competition and Innovation: The absence of competition in the sector has stifled innovation and improvement in the methodologies employed to change men's behaviour. Other organisations with potentially more effective or diverse approaches cannot contribute to developing and enhancing behaviour change programs. Transparency and Accountability: It is imperative to question why successive governments have continued to support a single provider without exploring alternatives or subjecting the program to rigorous independent evaluations. Transparency in the decision-making process and accountability in allocating public funds are essential to ensure the best outcomes for our community. Comprehensive Approach Addressing family and domestic violence requires a multi-faceted approach. Relying on one organisation's modality limits the scope of strategies and interventions available. Opening the sector to more diverse perspectives and practices can enhance the effectiveness of behaviour change programs and provide better support to those affected by violence. Potential for Bias The ongoing monopoly held by Communicare has created a bias in the treatment and support provided to Indigenous individuals. This potential for bias should be a cause for concern and empathy. It is crucial to have a variety of programs available to cater to the diverse needs and backgrounds of Indigenous participants, ensuring that no one is left behind. Call to Action: I urge the Western Australian government to comprehensively review the "Men's Behaviour Change Program" and explore alternative providers and methodologies. This will ensure a competitive and transparent selection process that fosters innovation, accountability, and improved outcomes for all individuals impacted by family and domestic violence. I am dedicated to this cause and hope the Members of the Legislative Council will address my concerns. Thank you for your attention.
