Long Title

The purpose of this Bill is to complete the legislative requirements arising in Western Australia from the High Court decision on State franchise fees. The Bill includes amendments to the Liquor Licensing Act 1988, Business Franchise (Tobacco) Act 1975, Transport Coordination Act 1966 and a number of other Acts where the High Court decision has had flow-on consequences. The proposed amendments to the Liquor Licensing Act 1988 make provision for the permanent subsidy arrangements for both low alcohol liquor and cellar door wine. The passage of the proposed amendments will remove the need for individual contracts with subsidy recipients and thereby reduce administration and compliance costs. The proposed amendments to the Business Franchise (Tobacco) Act 1975 replace the previous monthly licensing arrangement with an annual licensing regime. The amendments to the Transport Coordination Act 1966 provide for continued appropriations to the Transport Trust Fund for road-related purposes. Similarly, the amendments to the Tobacco Control Act 1990 provide for the continued appropriation of certain funds to the Health Promotion Fund.
