Long Title |
The Bill will -
provide for the establishment of a Rail Access Code to govern the use of government railways for rail operations by persons other than the Western Australian Government Railways Commission ("Westrail"); designate a regulator with monitoring and enforcing functions relating to the implementation of the Code; specify the kind of administrative arrangements that Westrail is to have in place for the purposes of the implementation; amend the National Rail Corporation Agreement Act 1992 to enable National Rail to compete for intra-state services on equal footing with other operators; and
consequentially amend the WA Government Railways Act 1904 to remove existing barriers to competition. |

1. Part 6 comes into operation on the day on which this Act receives the Royal Assent. This Act proclaimed on 12 August 2000 other than Parts 3 to 7. Parts 3, 4, 5 and 7 proclaimed on 1 September 2001.
2. Stands referred to the Council Standing Committee on Constitutional Affairs until 10 July, 1998. Reinstated and referred back to the Committee until 12 September 1998.
