The purpose of this Bill is to make arrangements for low interest loans in the education sector in Western Australia. Provision already exists for subsidised loans to be made available by government to non-government schools, not-for-profit training providers and the University of Notre Dame to assist with the cost of various capital improvements. These loans are currently funded from the Consolidated Fund. This legislation seeks to amend the Education Act 1928, the Vocational Education and Training Act 1996 and the University of Notre Dame Australia Act 1989 to enable such loans to be funded from the Western Australian Treasury Corporation or other commercial sources, rather than the Consolidated Fund. The legislation also seeks to amend the University of Notre Dame Australia Act 1989 to formalise the University’s powers to borrow money and to provide it with the relevant powers to mortgage property as security for loans. |
