FREMANTLE FOOTBALL CLUB — COCKBURN CENTRAL

556. Hon LYNN MacLAREN to the minister representing the Minister for Planning:

(1) Is the minister aware that over the past four years the Fremantle Football Club executive has been in negotiation with the Fremantle City Council for the development of an elite training and administration facility in Fremantle?

(2) Is the minister aware that the Fremantle City Council regards this development as a critical development within the framework of Fremantle as a strategic metropolitan centre?

(3) Has the Western Australian Planning Commission become aware of discussions concerning the vesting, selling or offering, to any person or agency, any of the land bounded by Beeliar Drive, North Lake Road and Poletti Road at Cockburn Central, which have referred to the possibility that the development contemplated might be for an elite training and administration facility associated with the Fremantle Dockers?

(4) Is the minister aware that such a proposal might encourage the Fremantle Dockers to discontinue the development of such a facility away from Fremantle, a designated strategic metropolitan centre, to Cockburn Central, a designated secondary centre?

(5) Does the minister accept that any such proposal would possibly be inconsistent with the aims and objectives of ''Directions 2031'' and State Planning Policy 4 — Activity Centres for Perth and Peel?

(6) Has the minister or the Western Australian Planning Commission pursued or taken any steps to encourage such a proposal; and, if so, with whom?

(7) Can the minister assure the house that such a proposal does not have the endorsement of the WAPC or the government?

The PRESIDENT: The minister is not responsible for the administration or performance of the Dockers. Some aspects of that question are relevant to the Minister for Planning.

Hon HELEN MORTON replied:

I think the Dockers are on the way up. I thank the honourable member for some notice of this question.

(1)–(4) Yes.

(5)–(6) LandCorp, in conjunction with the Western Australian Planning Commission and the City of Cockburn, is currently preparing a structure plan for the area known as Cockburn Central West. Any structure plan will be required to be consistent with ''Directions 2031'' and state planning policies. The need for regional recreational facilities will be considered in this planning process.

(7) Neither the Western Australian Planning Commission nor the state government have made any agreement with the Fremantle Football Club with regards to land at Cockburn Central West.
