DEPARTMENT OF LOCAL GOVERNMENT STRATEGIC PLAN 2010–2015 — ANIMAL WELFARE ACT


827. Hon LYNN MacLAREN to the minister representing the Minister for Local Government:

(1) Does the “Department of Local Government Strategic Plan 2010 – 2015” omit reference to the department’s responsibility for the regulation and enforcement of the Animal Welfare Act 2002?

(2) Does this strategic plan outline a plan by which the department will evolve to meet its legislative needs and ensure compliance in this area of the department’s portfolio?

(3) How will the minister respond to the observations that the government does not take animal welfare seriously, as the Animal Welfare Act 2002 is not mentioned in the strategic plan?

Hon PETER COLLIER replied:

I thank the member for some notice of this question.

(1) The department is responsible for assisting the Minister for Local Government with the administration of all legislation within the portfolio, including the Animal Welfare Act 2002. One of the strategies included in the corporate strategic plan 2010–15 is to administer and enforce the Local Government Act 1995 and other legislation within the portfolio of the Minister for Local Government. The Animal Welfare Act 2002 is one of 27 acts administered by the Department of Local Government. The fact that these are not mentioned by name in the strategic plan is not a reflection of their importance.

(2) The corporate strategic plan 2010–15 is not intended to provide that level of operational detail.

(3) The government takes animal welfare seriously, unlike the previous Labor government, which cut funding to the animal welfare unit in 2008.
