Question
In reference to the Community Information Days and the Design workshops that have been held by South Metro Connect, in relation to the proposed Roe 8 extension, I ask -
(1) How many people have attended the two Community Information Days held so far?

(2) What specific information was presented to attendees at the Information days to ensure participants are making informed decisions in relation to the following areas, -

(a) environmental values of the Beeliar wetlands;

(b) social values of the Beeliar wetlands;

(c) economic values of the Beeliar wetlands;

(d) threatened species (flora, fauna and ecological communities) at the Beeliar wetlands;

(e) Aboriginal heritage values, including the recorded heritage sites;

(f) alternatives to the Roe 8 proposal;

(g) community opposition to the Roe 8 proposal;

(h) acid sulfate soil;

(i) noise impacts of the Roe 8 proposal; and

(j) pollution impacts of the Roe 8 proposal?

(3) Will the Minister table this information?

(4) How many people attended the first Design workshop?

(5) How many people attended the second Design workshops (two sessions in total)?

(6) What specific information was presented to attendees at the first and second Design workshops, to ensure that participants are making informed decisions in relation to the following areas, -

(a) environmental values of the Beeliar wetlands;

(b) social values of the Beeliar wetlands;

(c) economic values of the Beeliar wetlands;

(d) threatened species (flora, fauna and ecological communities) at the Beeliar wetlands;

(e) Aboriginal heritage values, including the recorded heritage sites;

(8) What measures did South Metro Connect take, to ensure that the three principles of effective community engagement processes ,were met for the Design Workshops, namely, -

(a) ensuring that the community members have direct and meaningful influence over the process and outcomes of the community engagement process;

(b) ensuring participation at each workshop of a representative cross-section of the community affected by Roe8 Highway; and

(c) ensuring effective and constructive deliberation between participants to frame the engagement process, and determine acceptable and unacceptable trade-offs with respect to the road design?

(9) What independent information was presented to the participants at the Multi Criteria Analysis (MCA) workshop about the environmental, social and economic values of the Beeliar Wetlands to enable them to develop informed, constructive criteria by which to determine the least environmentally and socially destructive design for the Roe8 Highway?

(10) Were the participants at the Design workshop provided with a finalized version of the criteria, developed at the MCA process and collectively endorsed by those MCA participants, in order to measure various highway designs against at the Design Workshop?

(11) Were the same people at the MCA workshop involved in the Roe 8 Design workshop, so that there is an informed, representative group of community members, involved at all stages of the Roe 8 design consultation?

(1) Information Day No. 1, October 2009; an estimated 600 - 700 people attended.As some attendees did not register, accurate figures cannot be determined, however, 478 feedback sheets were received.


Information Day No. 2, March 2010; an estimated 80 people attended with 65 feedback sheets received.

(2) Information Day No.1 was designed to create awareness of the establishment of South Metro Connect and its role; to identify a preferred design for the Roe Highway Extension within the pre-determined project boundaries, and obtain comment from the community.

The preferred design will form the basis of the statutory environmental assessment process. Specialist personnel were on hand at the information day to answer questions. Information included available environmental data provided in the Environmental Scoping Document (ESD).

Information Day No.2 was designed to provide feedback on progress to date. Information included available environmental data provided in the Environmental Scoping Document (ESD), vegetation survey maps, fauna survey maps, the environmental survey schedule, and output from the MCA workshop.

(f) Not within the South Metro Connect scope of work.

(g) Not applicable to South Metro Connect scope of work, however, there was no obstruction to opposition groups attending, or setting up stands to hand out information.

(h) Survey results were not available at that stage.

(4) Saturday 6 March - 44 people.

Monday 8 March - 35 people.

In each case, more registered than attended.

(5) Tuesday 4 May morning session - 47 people.

Tuesday 4 May evening session - 25 people.

Again, in each case, more registered than attended.

(6) The workshops are designed to gather information from participants on how the proposed design may impact on them. A discussion drawing was presented to stimulate conversation and challenges to the design, e.g. where structures could potentially occur, connectivity, potential location for principal shared paths, etc. There was no decision making requirement at the design workshops. Feedback sheets are provided to enable comments to be registered on the day, or alternatively for participants to take away and return soon after.

Information provided was similar to that provided at the Information Days, but updated if new information was available. A short presentation was provided at the start of the workshops for context and included an overview of the project and the role of South Metro Connect.

(a) All events have been widely publicised via fortnightly Project Updates, advertisements, direct mail to most likely impacted residents, website, etc.  Interested parties are also able to participate in the process via an online forum -

  • Workshop participants receive an information pack prior to the workshops.
  • An overview is provided at the start of the workshops.
  • Process and aim of the workshops are clearly stated.
  • 693 comments were recorded from Design Workshop 1 and 162 comments (excluding the online forum, which is still open) from Design Workshop 2.

(c) Participants at the workshops sat at tables of up ten people. There was a facilitator at each table to assist participants and to ensure everyone is able to raise their concerns and provide input to the potential design, and a number of specialists are on hand to answer questions that cannot be answered at the tables. There are no decisions to be made at the design workshops.

(9) The MCA workshop was established to gauge community values in determining MCA criteria. Participants at the workshop sat at tables of up to ten people. There was a facilitator at each table to assist participants and a number of specialists were on hand to answer questions that could not be answered at the table. A presentation preceded the workshop providing an overview of the project and the MCA workshop process. Additional information was available on posters around the room.

(10) The outputs of the MCA workshop were available at the design workshops. The MCA criteria have only recently been fully collated and finalised. The finalised MCA criteria (which were determined directly from community and stakeholder input) will be available on the website shortly and will be used in the upcoming MCA analysis workshop(s).

(11) All community events held so far have been widely publicised and are open to everyone. While many participants have only attended one or two workshops, some have attended all so far.
