Question

(1) Can the Minister confirm that according to the Traffic Management Plan for LandCorp's proposed housing estate at Mangles Bay in Rockingham, once the project is completed, an estimated 15,000 vehicles per day would travel along Memorial Drive?

(2) Will the Minister confirm that the same traffic plan proposes to expand Memorial Drive to four lanes?
(3) Is it correct that the plan suggests that, once the project is completed, during peak afternoon times, traffic may back up for 120 metres from the intersection of Safety Bay Road and Memorial Drive?
(4) If no to (1), (2) or (3), will the Minister please provide correct details for each item?
(5) Will the Traffic Management Plan be made available for public comment prior to a decision being made by Government on proposed Metropolitan Region Scheme Amendment 1280/41 relating to the proposed Mangles Bay housing estate and, if not, why not?
(6) What is the current figure for the total number of dwellings proposed to be created in the new housing estate, and of these, how many will be apartments?
(7) Does the Minister agree that an inland marina created by dredging into the Point Peron peninsular is an artificial waterway as defined by Development Control Policy 1.8 for Canal Estates and Artificial Waterway Developments, whether or not finger canals are built connecting to the marina?
(8) If no to (7), why not?
(9) Can the Minister please confirm that all artificial waterways require careful management and monitoring for impacts on water quality caused by high nutrient levels and/or contamination and reduced flushing and, if not, why not?
(10) Does the Minister agree that the policy objectives of the Bush Forever strategic plan are biodiversity protection and urban bush retention, and that under the plan, these objectives in general are to be achieved by protecting identified Bush Forever sites from clearing and development?
(11) Given the Australian Labor Party (ALP) stated prior to the last State election that an ALP Government would implement policy objectives of the Bush Forever plan without further undue delay, why is the Government proceeding with a housing development proposal at Mangles Bay that would require 43 hectares of Bush Forever land to be cleared?

(4) (1) The Traffic Impact Assessment report indicates a maximum of 11,000 vehicles per day along Memorial Drive. (2) The Traffic Impact Assessment report explores a number of scenarios including expanding Memorial Drive to four lanes. (3) The intersection modelling contained within the Traffic Impact Assessment report indicates that queues would form at afternoon peak times in the order of 105 meters.
(5) No. The Traffic Impact Assessment report has been prepared as part of a suite of technical documents based upon the current plan as part of the structure planning process. These documents will be available as part of the structure planning public consultation process should the MRS Amendment be approved.
(6) The project is currently undergoing an Amendment to the Metropolitan Region Scheme to facilitate rezoning of the land use for a marina based tourist precinct purpose. The proposed land uses and estimated dwelling numbers will be determined when the Local Structure Plan is prepared.

(10) The policy objectives of the Bush Forever strategic plan are generally urban bush retention which is a critical component in the delivery of broader biodiversity protection. The Bush Forever policy allows for clearing and development in a Bush Forever area if it is justified with regard to wider environmental, social and economic needs and all reasonable alternatives have been made to avoid, minimise and offset any loss of regionally significant bushland.
(11) In 2014, the assessment of Mangles Bay Marina impacts on Bush Forever and other environmental matters was assessed within the State’s highest level of environmental assessment (Public Environmental Review) resulting in Ministerial conditions pertaining to the implementation of the development. Offsets include rehabilitation of 20 hectare of native vegetation in Rockingham Lakes Regional Park and acquisition of at least 56 hectares of similar land.
