HUMMERSTON BUILDING
395. Hon LYNN MacLAREN to the minister representing the
Minister for Heritage:
With regard to the proposed dismantling and relocation of the
Florence Hummerston building to facilitate the Elizabeth Quay development on
the Perth waterfront —
(1) Can the
minister explain how the dismantling of a registered heritage building within
the waterfront development zone protects the heritage values of this place?
(2) Will the
minister provide details of the place of storage for this building and the
estimated costs associated with the dismantling, storage, relocation and
reconstruction of the building?
(3) Can the
minister state that the dismantling and relocation of a heritage-listed
structure is best practice for its preservation and is not, in fact, demolition
by stealth?

I thank the
honourable member for some notice of the question.

Although it supports the demolition of the less significant change rooms
attached to the Florence Hummerston kiosk, the Heritage Council did not support
the proposal to deconstruct and relocate the kiosk, which it preferred to
remain in situ and be integrated with the development.
Section 11(3)(c) of the Heritage
of Western Australia Act 1990 requires the decision-making authority—in
this case the Western Australian Planning Commission—to make its final
determination consistent with the Heritage Council's advice, unless
there is no prudent and feasible alternative. Having considered the Heritage
Council's advice, the central Perth planning committee, under delegated
authority from the Western Australian Planning Commission, determined that
there was no prudent and feasible alternative but to deconstruct and relocate
the kiosk.
In advising the Heritage Council
of its determination, the Western Australian Planning Commission committed to
the deconstruction being undertaken under the advice of a heritage architect,
with the building to be appropriately stored until another suitable location is
identified in consultation with the local government authority and the Heritage
Council.

to the Minister for Planning, whose agencies are completing this work.
