Question

(1) Do the facilities listed below have an operational vehicle wheelwash facility to ensure vehicles accessing these sites do not track waste and other hazardous material offsite, as per the conditions set under their Environmental Protection Act 1986 licences:
(a) City of Cockburn Henderson Waste Recovery;
(b) City of Rockingham Millar Road Landfill Facility; and
(c) Eco Resources Recycling Facility on Postans Road?
(2) If yes to (1), why do the listed sites appear to regularly have vehicle tracking surrounding the site, causing significant dust issues and dangerous road conditions for other drivers?
(3) If no to (1), what is the Department of Environment Regulation doing to ensure the listed sites install the appropriate wheelwash facilities to ensure they reduce tracking offsite as per their licence conditions?

The Minister for Environment has provided the following response.

(1) There are no specific requirements on the licences of the three listed premises to have operational vehicle wheelwash facilities.

(2) Not applicable

(3) The Department of Environment Regulation does not consider that the tracking of mud from a site necessarily constitutes a material environmental risk that warrants regulation. The Department will regulate through licence conditions or the Enviromental Protection Act 1986 and its subsidiary legislation, where it considers it is appropriate to do so.
