HOUSING AUTHORITY — CONNECTED LIVING INITIATIVE

I refer to the Housing Authority's
Connected Living initiative, which was launched on 2 December 2015.
(1) To date, how many expressions of
interest has the government received from within the private sector?
(2) When will the
government announce a short list of developers who have progressed to the
detailed proposal stage?
(3) When does the government
anticipate work will begin at the seven sites?
(4) When does the government expect
the project will be completed?
Hon COL HOLT replied:
I thank the honourable member for
some notice of the question. I have launched Connected Living, an initiative
that will lead the way in future infill and transient-oriented living in
metropolitan Perth. This is a unique opportunity for developers to deliver new
products to the affordable residential housing market on as many as seven
sites. Fundamental to this transformation is the Housing Authority leveraging
its land assets to deliver joint private–public development projects
that facilitate innovative designs as well as new approaches to construction
techniques, materials, delivery methods and commercial partnering arrangements.
The Connected Living vision is to ''Help transform the housing market in
Perth through the delivery of more affordable developments around key transit
precincts and activity centres''. This is the first time the Housing Authority
has engaged in a transport-aligned initiative of this scale, and I am positive
about the diversity it will bring to the people of Perth.
The state government is committed to
transforming the Western Australian housing market through the delivery of
innovative and affordable property developments.
The Housing Authority has provided
the following information.
(1) Thirteen expressions of interest
have been received.
(2) On 2
September 2016, the Minister for Housing announced that a preferred respondent
had been chosen to prepare detailed proposals for each of the Butler, East
Perth, Gosnells and Perth sites and two short‑listed respondents have
been invited to prepare detailed proposals for the Midland site. The Housing
Authority will release the names of the developers when negotiations have been
completed.
(3)–(4) The
timing for construction and delivery of resulting developments will be
determined by the detailed proposals put forward by proponents. The Housing
Authority anticipates development of the first site to commence in late 2017,
with completion anticipated in 2019.
