PAGANONI SWAMP — BUSH FOREVER SITE


396. Hon LYNN MacLAREN to the Minister for Environment:

(1) (a) Has the Paganoni Swamp Bush Forever site been vested in the Conservation Commission of Western Australia;

      (b) if so, when;

      (c) if not, why not; and

      (d) if not, when will it be vested in the Conservation Commission?

(2) Which agency now has responsibility for management of Paganoni Swamp and what funds have been allocated for management?

(3) What funding has been allocated for the control of foxes, feral dogs and cats and to which authority?

(4) Have planning authorities responsible for the southern metropolitan and Peel subregional structure plan been advised of the discovery of the chuditch and brush-tailed phascogale, species listed as vulnerable under the Environment Protection and Biodiversity Conservation Act and in the Department of Environment and Conservation’s current list of threatened fauna?

I thank the member for some notice of this question.

(1) (a) No.

      (b) Not applicable.

      (c)–(d) The vesting of reserves in regional parks in the Conservation Commission of Western Australia generally follows the completion of regional park management plans. This process enables the community and other appropriate authorities to have input into the future tenure arrangements of regional parks.

(2) Paganoni Swamp is managed by the Department of Environment and Conservation under section 16 of the Conservation and Land Management Act 1984. Section 16 of the CALM act enables DEC to enter into agreements for the management of private land. Funding for the management of Paganoni Swamp is allocated through an operational budget for Rockingham Lakes Regional Park. There is not a separate allocation of funds specifically for Paganoni Swamp.

(3) DEC has not allocated funds for the control of foxes, feral dogs or cats at Paganoni Swamp.

(4) DEC has advised the Western Australian Planning Commission that a number of threatened fauna under both state and commonwealth legislation have been recorded in the area.
