representing the Minister for Environment:
I refer to the Department of Parks
and Wildlife's recent approval for the modification and refurbishment
of the D�me cafe at lot 300 on plan 47450, crown reserve 48325, East Fremantle.
(1) What is the extent of the
development's footprint on the riverbed?
(2) Is the developer receiving a concession
on the lease of the riverbed?
(3) If yes to
(1), what is the concession and does this create a precedent for others who
wish to progress development on the riverbed?
(4) Would the minister please
provide detail of any consultation with neighbouring leaseholders?
(5) Was
consultation undertaken with the adjacent lease holder, East Side Angling Club,
prior to granting the approval?

I thank the member for some notice
of this question.
(1) The current river reserve lease
area for this development site is 2443 square metres.
(2) No.
(3) Not applicable.
(4) In accordance
with section 74 of the Swan and Canning Rivers Management Act 2006, the
Director General of the Department of Parks and Wildlife considered the
proposal to be of significant public interest; therefore, the applicant was
required to formally advertise the proposal with a public notice in local and
state newspapers. A copy was also published on the Department of Parks and
Wildlife website. The submission period was from 2 March to 23 March 2016. A
copy of the draft report and proposed recommendation was then advertised for a further
three-week period between 11 May and 1 June 2016.
(5) The adjacent
leaseholder, East Side Angling Club, made two submissions to the Department of
Parks and Wildlife. These submissions were considered and discussed in the
final report and recommendation made to the minister.
